Please help identifying possible vintage model Buffet

This is at a pawn shop and I am considering purchasing it. I am just not sure if it legit. According to the serial number 1s177 it should be from 1925?

Also note that just because it says, "Buffet," on the bell, that doesn't mean that it's equivalent to a pro model today. Or, "They're not all R13s."

Looks like it needs new pads.
